Games Like Papers, Please on Mobile: Border, Loans, Ministry

Published · 4 min read

Black Border 2 is a phone game with the same inspection loop as Papers, Please: passports, scanners, approve or reject. Bad Credit? No Problem! swaps the border for a loan desk, and Beholder 2 keeps only the dread. The original is on iOS and Android too, so it comes first.

What to look for

The official Papers, Please site opens with "Congratulations. The October Labor Lottery is complete. Your name was pulled." After that, three things make it feel the way it does:

  1. A desk and a growing rulebook. The stamps are easy. The rules are what trip you.
  2. A person who might be lying. Someone waits on the other side of the glass, nervous, rehearsed or desperate.
  3. A clock. Every stamp costs time, and time costs something at home.

This is an editorial reading, not an official description. A game does not need all three to scratch the itch, and the table shows which ones each pick keeps.

Where to start

Start with the original if you have not played it on a phone, then pick by mood. Want the inspection loop: Black Border 2. Want something shorter, with a finish line: Bad Credit? No Problem!. Want the oppressive atmosphere and a plot: Beholder 2. That ordering is an editorial suggestion, built from what the store pages describe.

0. The original

The official site lists the complete game for iOS and Android, optimized for touch on phones and tablets. If you played it on a desktop years ago, the touch controls make it feel different. It is the benchmark for everything below.

1. Black Border 2: the X-ray and the dog

Black Border 2 is a border patrol simulator. According to its Steam page, you check passports and other documents, approve or reject travelers, and use tools such as X-ray scanners, weigh stations and a canine unit to catch smugglers and forgeries. Each decision is meant to affect the safety of the country. The studio, Bitzooma, also lists the game on Google Play, and a demo exists on Steam if you want to test the feel first.

Skip it if you wanted a story about one person's bad week. This is the one for the inspection loop itself.

2. Bad Credit? No Problem!: fourteen days at Title 4 Cash

The App Store listing, published by Foorbytes, puts you in the chair of a part-time title loan agent at a company called Title 4 Cash. You review applications, decide, and answer to a demanding boss. Surviving a 14-day probation unlocks an endless survival mode. The stakes are lower than at a border, but the loop is the same: read, compare, decide.

Skip it if the paperwork was never the part you liked.

3. Beholder 2: an intern at the Ministry

Beholder 2 is a story game, listed on the App Store by Alawar Entertainment. You play an intern at a Ministry in a totalitarian state and choose whether to serve the leader, chase a career, or find out the truth about your father's death. It is not a document-checking game in the strict sense. What it shares with Papers, Please is a state that watches you and a series of choices that stay messy.

Skip it if you came for stamps. Expect conversations, choices and consequences instead.

The passport mood, without the dilemmas

If the desk-and-passport flavour is what you miss, Citizen is a collecting game in Telegram that borrows only that mood. You apply for a country's passport, the application keeps running while you are away, and you come back to collect it. The passports are collectible cards, not real documents.

Questions

Yes. The official Papers, Please website lists the complete game for iOS and Android, optimized for touch on phones and tablets. The original also exists for desktop. If you finished it years ago, the touch version is a good excuse to return to the booth, since the rulebook and the queue are all there.

Black Border 2 has the same inspection loop: you check passports and documents at a border, approve or reject travelers, and use scanners to catch smugglers. Bad Credit? No Problem! keeps the desk-and-stamp rhythm but moves it to loan applications, and Beholder 2 keeps only the oppressive mood.

Yes. Bad Credit? No Problem! is built around a 14-day probation, so a finish line is always within reach. The loop is short: read the application, compare it with the rules, decide, and take the next customer. An endless mode unlocks after you survive the probation.

You work a border booth. From there you inspect documents against a growing rulebook, spot contraband, and decide who passes. The official site quotes a review describing the game as an exploration of morality versus progress, so the decisions are meant to sting a little.
